Declarations
Chemicals listed under the Chemical Weapons Convention (CWC) are subject to declaration. Depending on their relevance for chemical weapons they are divided into three schedules. (Schedule 1, Schedule 2 and Schedule 3). The list of these chemicals is captured in the annex of the Ordinance on the Control of Chemicals for Civil and Military Applications (SR 946.202.21). In addition to the scheduled chemicals, Discrete Organic Chemicals (DOC) and compounds containing the elements phosphorus, sulphur or fluorine (PSF) are checked. Switzerland as a State Party is obliged to report Annual Declarations of Anticipated Activities (ADAA) and Annual
Declarations of Past Activities (ADPA) to the Organisation for the Prohibition of Chemical Weapons (OPCW). SPIEZ LABORATORY is the focal point for the submission of declarations of the Swiss industry, where the information is processed and forwarded to the OPCW. Declarations are required for all chemicals relevant to the CWC which exceed a defined threshold. The task includes the production, processing and consumption of chemicals, as well as the import and export.
