Production, processing and consumption

A plant site is subject to declarations if the amount of its production, processing and consumption of a Schedule 2 chemical in the past three calendar years exceeded or is expected to exceed in the next calendar year a certain threshold. The threshold for a Schedule 2A* chemical is 1kg, for a Schedule 2A chemical is 100 kg and for a Schedule 2B chemical it is 1000kg.

For Schedule 3 chemicals only the production of the past and the upcoming calendar year has to be declared, if it exceeds the threshold of 30 tonnes a year. For DOC and PSF chemicals only the production of the past calendar year has to be declared. If the aggregated amount of DOC produced exceeds the 200 tonnes threshold or if a PSF-compound produced exceeds the 30 tonnes threshold then the site is subject to declarations.

In case of mixtures and by-products, the decisive factor for declaration is the concentration level of the very chemical. Mixtures of a Schedule 2A/2A* with a concentration higher than 1 percent by weight, or mixtures of a Schedule 2B or a Schedule 3 chemical with a concentration higher than 30 percent by weight have to be declared, provided the calculated overall weight exceeds the indicated threshold in table 1.
